MEMORANDUM
To: Parks and Recreation Commission
From: Lonnie Brokke
Date: December 26, 2011
Re: Notes for Commission Meeting on Tuesday, January 3, 2012
1. Introductions/Public Comment Invited
Commissioners and staff will be introduced. Public participation and public comment is
encouraged.
2. Approval of Minutes of the December 6, 2011 Meeting
Enclosed is a copy of the minutes of December 6, 2011. Please be prepared to approve
or amend.
Requested Action: Approve/amend minutes of the meeting of December 6, 2011
3. Community Engagement Task Force Report
Greg Simbeck and Randall Doneen serve on the Human Rights Commission Community
Engagement Task Force as representatives of the Parks and Recreation Commission.
Simbeck and Doneen will be prepared to report on the latest progress on this effort.
Requested Action: Commission discussion and feedback
4. Park Dedication —Walmart
This is a continued item from your December 6, 2011 meeting when Walmart representative,
Andy Berg suggested that land near Langton Lake Park and away from the exact proposed
Walmart site could be considered to satisfy the Park Dedication requirement but more
research was needed. Since that time that parcel is no longer under consideration.
Also since last month, it has been determined that the total amount of land being re-plated
is 13.94 acres and not 17.8 acres as previously thought. The reason for the difference is that
the City had previously purchased 3.86 acres of the 17.8 acres to construct the Twin Lakes
Parkway but the County records had not yet been updated. The updated cash amount is
approximately $411,115 (5% of the FMV). The land amount would be 5% of 13.94 acres
or .68 acre.
The primary role of the Commission is to review and offer a recommendation to the City
Council on whether to accept land, cash or a combination. Included in your packet is a copy
of the Park Dedication Ordinance.
