wwkw SH"L+E <br /> REQUEST FOR COUNCIL ACTION <br /> Date: 01/09/12 <br /> Item No.: 7 . 1 <br /> Department Approval City Manager Approval <br /> Item Description: Approve Permanent Pathway Easement and a Temporary Construction <br /> Easement for a portion of property located at 1595 Highway 36, City of <br /> Roseville <br /> BACKGROUND <br /> The City has come to an agreement with Macy's for the acquisition of a small portion of their <br /> 3 property to construct a pathway along Fairview Avenue. The Fairview pathway is a part of the <br /> 4 Northeast Suburban Campus Connector(NESCC) Bike/Pedestrian Proj ect. This project is a <br /> 5 partnership between the City of Roseville, the City of Falcon Heights and the University of <br /> 6 Minnesota to construct non-motorized transportation connections. This project connects <br /> "7 regional shopping centers, commercial businesses and neighborhoods in Roseville to <br /> 8 neighborhoods, businesses, and institutions in Falcon Heights, St. Paul, and Minneapolis. The <br /> 9 project begins at County Road B-2 extending to the intercampus transitway connecting the two <br /> '1 0 University of Minnesota campuses. Attached is a map showing the location of the pathway <br /> 1,1 improvements and phasing. Below is a description of the proposed improvements: <br /> 1"" ♦ Continuous pathways on both sides of Fairview Ave(between Co Rd B-2 and Co Rd B). <br /> '1 3 ♦ A new off- sheet bituminous pathway (8 feet wide) on the east side of Fairview Ave <br /> '1 r^ between Co Rd B and Larpenteur Ave. <br /> '1 5 ♦ Converting the existing shoulders on Fairview(between Co Rd B and Larpenteur) and <br /> '1 6 Larpenteur (between Fairview and Coffman) into on-sheet bike lanes. <br /> 1��7 ♦ A new sidewalk along the north side of Larpenteur(between Cleveland and Coffman). <br /> '18 ♦ On Gortner(between Larpenteur and Folwell)an 8 ft wide pathway will be constructed <br /> '1 9 on the east side. <br /> 1�20 ♦ Signal systems within the corridor will be retrofitted with pedestrian countdown timers. <br /> ����� ♦ Sheet gees and benches will be installed throughout the corridor to create a more <br /> 0 <br /> dll�Ydl'";�Y pleasant atmosphere by providing shade and appeal to the non-motorized user. <br /> R�,����,,,,� This project was approved by the City Council after a Public Dearing on May 17, 2010. Since <br /> dll��n <br /> `�2`4 that approval, Phase 1 started construction in 2011. Phase 2 is scheduled for construction in <br /> dl r, 2012. <br /> 26 POLICY OBJECTIVE <br /> d?7 In 2008, the City was awarded Transit for Livable Communities, Non-Motorized Transportation <br /> `28 Pilot Program Grant Funds Federal Surface Transportation Program(STP) funding to construct <br /> 1�29 this project. Phase 1 construction started last fall and will be completed in Spring 2012. Phase 2 <br /> 30 is scheduled for construction Summer 2012. <br /> 3,1 The City cannot go out to bid for Phase 2 of this project without having the easements secured. <br /> Page 1 of 2 <br />
