qASFffih-hE <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/18/11 <br />Item No.: I La <br />Department Approval City Manager Approval <br />Item Description: Request to extend working hours for the 2011 Sanitary Sewer Lining Project <br />1 BACKGROUND <br />2 Michels Pipe Services is the City's Contractor for the 2011 Sanitary Sewer Lining Project. This <br />3 project is currently underway and includes the lining of sanitary sewer segments that collect and <br />4 convey significant amounts of wastewater. We have received a variance request from the contractor <br />5 to allow night work to complete the segments located on heavily traveled roads that require closure <br />6 of traffic lanes to complete the work. The variance is intended to reduce property owner <br />7 inconvenience by completing the lining during low -flow time periods and also result in fewer traffic <br />s disruptions. Night work is proposed at the following locations: <br />9 • Intersection of County Road B and Dale Street <br />10 • County Road B in front of the Fairview Community Center <br />11 • Long Lake Road at the 1-35W ramps <br />12 • Intersection of Long Lake Road and Terminal Road <br />13 The requested variance is to City Code Section 405.03 HOURLY RESTRICTIONS OF CERTAIN <br />14 OPERATIONS which permits construction activities to occur between the hours of seven o'clock <br />15 (7:00) a.m. and ten o'clock (10:00) p.m. on any weekday, or between the hours of nine o'clock (9:00) <br />16 a.m. and nine o'clock (9:00) p.m. on any weekend or legal holidays. The Contractor is seeking a <br />17 variance to complete the work during the month of May over a period up to eight nights. It is <br />18 anticipated that each segment should be completed in one to two nights of work. <br />19 A variance to this section of code requires a Public Hearing before the City Council, per code <br />20 section 405.04. We have mailed out Public Hearing notices to all properties within 350 feet of the <br />21 corridor. Any comments that we receive will be shared with the City Council as a part of the Public <br />22 Hearing. <br />23 POLICY OBJECTIVE <br />24 The Contractor is working to limit the sanitary sewer service interruption and traffic disruption <br />25 necessary to complete this project. They are asking for the variance so that they can reduce the <br />26 inconvenience for the public. <br />27 FINANCIAL IMPACTS <br />28 There is no direct financial impact to the City of Roseville.
