A",Y4 <br />Item Description: Receive Updated City Performance Measures <br />1 BACKGROUND <br />2 On November 15, 2010 the City Council received a draft summary of the performance measures that had <br />3 been developed by Staff over the past couple of years. It was noted in the Staff Report that these measures <br />4 were developed in an effort to complement other reports and statistics prepared by the City and to provide <br />5 guidance for future decision making. It was further noted that the performance measures were established <br />6 in accordance with the City's Imagine Roseville 2025 visioning process and goals established by the City <br />7 Council. Finally, the Report indicated that the measures also included a number of operating indices that <br />8 are used to manage city programs and services. <br />9 <br />lo Attachment A includes a summary of the current City performance measures including the 2010 results that <br />11 are available to date. <br />12 <br />13 The Council is reminded that these performance measures are not meant to be an all- encompassing <br />14 reflection on the results or outcomes the City achieves. The success of city programs and services are <br />15 affected by a number of determinants including the availability of financial and staffing resources. <br />16 However, these measures should allow the City to gauge whether established standards are being met, and <br />17 whether the City is making adequate progress on achieving its long -term goals and objectives. <br />18 <br />19 It is suggested that performance measures be integrated with other citywide best practices such as; strategic <br />20 planning or visioning, seeking citizen input, establishing goals and objectives, preparing multi -year capital <br />21 improvement plans and financial plans, and adopting an annual budget. <br />22 POLICY OBJECTIVE <br />23 Establishing and implementing performance measures is consistent with the Imagine Roseville 2025 <br />24 process and industry- recommended practices. <br />25 FINANCIAL IMPACTS <br />26 Not applicable. <br />27 STAFF RECOMMENDATION <br />28 Not applicable. <br />Page 1 of 11 <br />
