qASFAbhE <br />REQUEST FOR COUNCIL ACTION <br />Date: 04/18/2011 <br />Item No.: 13.c <br />Department Approval City Manager Approval <br />e,44,e. <br />Item Description: Review List of Mandatory Budget Programs <br />1 BACKGROUND <br />2 As part of the Council's 2012 Budget process, the Council indicated a desire to review the list of mandatory <br />3 budget program categories within the property tax - supported funds. Mandatory programs are comprised <br />4 entirely (or almost entirely) of city functions that are mandated by federal or state statutes or City Code, or <br />5 constitute a legal or contractual obligation. The programs that have been categorized as `mandatory' are <br />6 included in Attachment A. <br />7 <br />8 Staff will also note that virtually every other budget program has costs that are partially mandated and /or <br />9 represent functions where it would be impractical to eliminate entirely. For example, `Program #83: City <br />lo Council Intergovernmental Affairs' largely constitutes the City's membership in the League of MN Cities. <br />11 The City is dependent on this membership to obtain property /casualty insurance through the LMC <br />12 Insurance Trust. <br />13 <br />14 Another example would be those programs that are denoted as `Organizational Management'. This <br />15 represents that time spent by Department Heads and Asst. Department Heads developing strategic and <br />16 operational plans, fostering employee development, and organizing their respective departments. It also <br />17 includes time spent in training, and serving as the primary liaison to the City Council and Advisory <br />18 Commission meetings. These duties and responsibilities are arguably non - discretionary. <br />19 <br />20 City Staff will be available at the Council meeting to provide greater explanation as to why certain <br />21 programs are considered mandatory or are otherwise impractical to eliminate. <br />22 POLICY OBJECTIVE <br />23 Not applicable. <br />24 FINANCIAL IMPACTS <br />25 Not applicable. <br />26 STAFF RECOMMENDATION <br />27 Not applicable. <br />28 REQUESTED COUNCIL ACTION <br />29 For information purposes only.
