qASPAL+E <br />REQUEST FOR COUNCIL ACTION <br />Date: 4/18/11 <br />Item No.: 7.i <br />Department Approval City Manager Approval <br />Item Description: Authorize Acceptance of Metropolitan Council Environmental Services <br />Municipal Inflow and Infiltration Grant Funds <br />1 BACKGROUND <br />z Metro Cities (Association of Metropolitan Municipalities) championed the inclusion of a $3 <br />s million grant program in the 2010 bonding bill for the purpose of providing grants to <br />a municipalities for capital improvements to public infrastructure to reduce the amount of <br />s inflow and infiltration (I /I) to the Metropolitan Council Environmental Service's (MCES) <br />s metropolitan sanitary sewer disposal system. This action was successful and $3 million was <br />7 approved in the bill. To be eligible for a grant, a city needed to be identified by the <br />s Metropolitan Council as a contributor of excessive inflow and infiltration. Roseville is <br />s eligible for this grant. Grants from this appropriation are for up to 50 percent of the cost to <br />lo mitigate inflow and infiltration in the publicly owned municipal wastewater collection <br />11 systems. The MCES must award grants based on applications from eligible cities that <br />12 identify eligible capital costs and include a timeline for inflow and infiltration mitigation <br />13 construction, pursuant to established guidelines. <br />14 In December, 2010, the City Council authorized staff to apply for this grant. MCES <br />15 reviewed the application and awarded $156,662 to the City of Roseville. We initially <br />16 expected to receive $50,000 from this award but were successful in being awarded a greater <br />17 amount due to smaller amounts requested from other cities and our application aggressively <br />18 seeking any additional dollars available. <br />19 POLICY OBJECTNE <br />20 It is city policy to keep utility infrastructure in good operating condition, reducing inflow and <br />21 infiltration to the maximum extent practicable. <br />22 FINANCIAL IMPACTS <br />23 The maximum grant amount allocated to the City is $156,662. Staff has prepared several <br />24 projects to be completed in 2011, which include sanitary sewer lining, and sanitary manhole <br />25 rehabilitation and repair. The estimated cost for these projects is $589,000. The balance of <br />26 the project is within the budgeted amount for sanitary sewer maintenance and improvement <br />27 projects and will be paid for using Sanitary Sewer Infrastructure Funds. The sanitary sewer <br />28 lining project contract was awarded on February 14, 2011, to Michels Pipe Services, and the <br />29 project is currently underway. <br />30 STAFF RECOMMENDATION <br />31 Staff recommends that the City Council adopt a resolution authorizing acceptance of the MCES <br />32 Municipal Inflow and Infiltration Grant funds for improvements to the City's sanitary sewer <br />33 infrastructure to reduce inflow and infiltration and designating the Public Works Director as the <br />34 authorized representative for the project. <br />Page 1 of 2 <br />
