113 9.0 PUD Standards /Conditions of Approval <br />114 To insure that the proposed development meets the CITY'S standards for the approval of <br />115 a PUD, as set forth in Section 1008 and 1015 of the Roseville City Code, the <br />116 Development shall also comply with the following specific PUD standards: <br />117 9.1 General Development Standards: The site development plan, landscape plan, <br />118 grading and utility plan, building elevations, and final land use designations shall <br />119 be part of the standards for development. <br />120 9.2 Permitted Uses: The parcel /development shall be restricted to the parameters <br />121 specified in the site plan, landscape plan, building elevations, and supporting <br />122 documents submitted by the DEVELOPER. Where not superseded by more <br />123 restrictive requirements of this PUD, the standards of the underlying Limited <br />124 Business (B -1) zoning district shall apply, as stated in Chapter 1005.02 of the <br />125 Roseville City Code. The parcel may be reused and /or redeveloped for any of the <br />126 permitted and accessory uses in the B -1 District. <br />127 9.3 Building Setbacks: Building setbacks of 30 feet from the northern property line, <br />128 30 feet from the Hamline Avenue right -of -way, 30 feet from County Road B right - <br />129 of -way, and 20 feet from the eastern property line shall be the minimum required <br />130 building setbacks from the respective property lines. <br />131 9.4 Off - Street Parking Lot Setbacks: Parking lot setbacks of 10 feet from County <br />132 Road B. 15 feet from Hamline Avenue, 60 feet from the eastern property line as <br />133 shown in the approved site plan (Exhibit A) shall be the minimum required <br />134 parking lot setbacks from the respective property lines. <br />135 9.5 Off - Street Parking Lot Improvements: Off - street parking areas shall be improved <br />136 as shown on the approved site development plan (Exhibit A) and drainage plan <br />137 (Exhibit B), and shall include hard surfacing (bituminous), concrete perimeter <br />138 curbing, and a drainage plan. The site shall provide a minimum of 253 off - street <br />139 parking stalls, inclusive of handicapped stalls as necessary to be in compliance <br />140 with ADA requirements. <br />141 9.6 Signage: The location, height, and area of building and freestanding signage shall <br />142 be consistent with an approved Master Sign Plan. <br />143 9.7 Pedestrian Walkways: CITY policy requires the installation of pedestrian <br />144 pathways (sidewalks), no less than four feet in width, connecting public rights -of- <br />145 way with commercial development. The DEVELOPER shall install a pedestrian <br />146 pathway (concrete sidewalk) connection to the existing sidewalk in the County <br />147 Road B right -of -way in accordance with city standards. <br />148 9.8 Landscape Letter of Credit: Before the issuance of a building, grading, or <br />149 excavation permit by the CITY, the DEVELOPER shall have posted with the <br />150 CITY a landscape letter of credit or other security acceptable to the CITY in an <br />151 amount equal to 150% of the cost of all site landscaping and site restoration, and <br />152 in accordance with Section 1010.14E of the City Code.
