The proposal requests the City to do one of the following: i <br />Build a curling rink on City property and lease it back to the Curllniz.4- <br />Association, <br />Lease the Curling Association adequate land upon which to construct A- <br />curling rink and parking lot, <br />Include a curling rink in a proposed indoor skating facility using the ice <br />making and curling equipment owned by the Association* <br />Proposals I and 3 appear to be essentially the same. By both proposals the Cit <br />would be constructing a rink and using the ice making and other equipment of th <br />Curling Association with a lease back agreement to the Association. The f <br />0 <br />proposal dif f ers 'in that it appears to ■ <br />be an exclusive lease whereas unde <br />Proposal 3, 1 assume the City would be f ree to lease rink time to an <br />organization. i <br />Concerning Proposal 1. 1 befleve it would be improper for the City to construct <br />facility and then lease back exclusively to one organization,, <br />Concerning Proposal 3. if the City is indeed contemplating the construction ol <br />another indoor ice,skating facility, it would be proper f or the City to add <br />curling rink to that facility and either lease or take by- gift the ice making an.. <br />other equipment from the Curling Association with a long-term lease to th <br />organization for its use, I <br />Concerning Proposal 2, whereby the City would lease muni t cipal land to th <br />private organization upon which to construct a building and a parking lot, I <br />M <br />
