Our File No. M 1-600 Steve North has requested me to review a proposal f rom the Arden Hills Curlin Association. The proposal requests the City to do one of the following: i Build a curling rink on City property and lease it back to the Curllniz.4- Association, Lease the Curling Association adequate land upon which to construct A- curling rink and parking lot, Include a curling rink in a proposed indoor skating facility using the ice making and curling equipment owned by the Association* Proposals I and 3 appear to be essentially the same. By both proposals the Cit would be constructing a rink and using the ice making and other equipment of th Curling Association with a lease back agreement to the Association. The f 0 proposal dif f ers 'in that it appears to ■ be an exclusive lease whereas unde Proposal 3, 1 assume the City would be f ree to lease rink time to an organization. i Concerning Proposal 1. 1 befleve it would be improper for the City to construct facility and then lease back exclusively to one organization,, Concerning Proposal 3. if the City is indeed contemplating the construction ol another indoor ice,skating facility, it would be proper f or the City to add curling rink to that facility and either lease or take by- gift the ice making an.. other equipment from the Curling Association with a long-term lease to th organization for its use, I Concerning Proposal 2, whereby the City would lease muni t cipal land to th private organization upon which to construct a building and a parking lot, I M
