MEMO: December 8. 1980
TO C i ty Co un ci I
FROM's Floyd F. LeCuyer, Sr., Fire Chief
W
iUBJECT: Problems Concerning Housing of Health Central's Ambulance at Station 3.
I feel it necessary to infom you of some problems that have been raised in connect.
ion with the housing of Health Central's ambulance at Fire Station three.,
First, Health Central's operation has proved dissruptive. Rosevl'll'e i's one of only
a handful of cities with volunteer Firefighters willing to stand all-night watches
in Fire Stations. Two of our firefighters sleep at Station 3, and then"Oreport to
their requIar the next morning,
This problem will not be solved if and when Health Central's ambulance I's transferred
to Fire Station 1 since a watchman is also on all-night duty at Station 1 (the same h
complaint, in fact, was raised when the ambulance was placed at Station I at the beg-
inning of Health Central's experimental service)
Ae have tried to resolve this problem with Health Central , both adm1nistratively and
on a one-to-one basis. This approach has not been successful in the past, and shows
no liklihood of future success,
I should also tell you that many of our volunteers have spoken as Roseville taxpayers,
and question the propriety of an indirect subsidy for a valuable service that neverthe-
less"provides a considerable amount of service outside Roseville from Fire Station.
I would like to suggest that Health Central's less disruptive method of operation in
New Brighton as an alternative to the present method of operation.
The Firefighters of the Roseville Fire Department are in full support of the paramedi@
d
rxervice concept in Roseville. ffowever, they (and 1) feel that alternatives to the
vresent method of operation should be more aggressively explored,
V
