TO: City Council <br />FROM: Jim And <br />CUBJECT: Newspape Tubes <br />.The Planning Commission at its July 1, meeting on a 4 aye and 3 nay <br />I M <br />vote,, recommended that the Council adopt an orainance w i <br />h*ch would <br />place certain restrictions on the use of newspaper tubes as follows: <br />Tubes, boxes or receptacles intended for delivery of <br />newspapers and advertising flyers, etc. shall be prohibited <br />except as follows: <br />I. Where such tubes or receptacles are attached to a how. <br />or garage by the property owner or <br />Where one such tube, box or receptacle, at the request of <br />the property owner is pooned directly beneath the mail <br />box on the same stand or post and i's colored in either dark <br />brown or to match the mailbo <br />3. Where need is shown, a temporary permit may be issued at the <br />property owner's request for more than one receptacle or mountija <br />of the receptacle on a separate post, i <br />Number 1 above would permit the property owner to attach a tube, supplied <br />by himself or the newspaper company, to his home. It apparently was the <br />intent of the Commission that the tube be painteda dark brown color as <br />�rovided in num be r 2. <br />Number 2 permits a tube to be placed on the same post as the maflbox,, with <br />the owner's permission, The tube would be elther dark brown or a color ts <br />match the mailbox, <br />Number 3 would require a property owner to obtain a permit if more than <br />one tube was needed or if the tube was to be mounted on a separate post, <br />Although discussed by the Planning Commission, there was no specific <br />recommendat * <br />staff. ion on whether the permit would be issued by the Council or <br />Also, the Commission did not indicate the duration of the temporary <br />6 t <br />pe rml <br />Exception number 3 could prove to be an administrative problem. There are <br />areas in Roseville that have no mailboxes, and therefore, all of those <br />homeowners would be required to obtain a permit for a separate post, Also, <br />if the permit was temporary, there would need to be a process established <br />for renewalS <br />
