1304 -S1 <br />City of Roseville <br />A,CTION REQUESTED: Proposed ordinance Regarding the Use <br />of Newspaper 'pubes <br />PLANNING CONSIDERATIONS: <br />1. Attached is a copy of our last month's report outlining many of the <br />considerations related to this subject. Also attached are copies of three <br />letters received from citizens supporting the position that "newspaper <br />tubes" should not be allowed in the front of our residences, Attached <br />too for your reference is a copy of an article in the Roseville Sun ( 20 May <br />1981) relating to the question, we have not attached copies of previous <br />letters from the newspapers or the opinion from our attorney that were <br />published with last month's report. Please refer to that report for this <br />information. <br />2. Since the last meeting of the Planning Commission, we have received no <br />additional information, nor had further contact with representatives of <br />the newspapers. At the last meeting, and in a conf erence at City Nall <br />previous to that, we have attempted to gain a better understanding of the <br />problem by exploring the economic issues involved relating to newspaper <br />delivery by various methods. We believe we can conclude that we have been <br />relatively unsuccessful in gaining any knowledge in depth regarding this <br />aspect of the problem. We are aware, however, that the systems utilized by <br />the Minneapolis paper and others are significantly different from that <br />system utilized by the Saint Paul paper. As you will recall, the Saint <br />Paul paper representatives indicated that they contract with carriers at a <br />set rate and that these carriers are then free to ''charge whatever the <br />traffic will bear" for the furnishing of the paper and its delivery. It <br />appears that these prices vary widely, and that they are substantially <br />higher for delivery by vehicle and placement in a newspaper tube. Our <br />suggestion that we learn more about the economics of delivery was by way <br />of gaining a greater understanding of the problem. The principal issue, <br />however, in our opinion, is that of control of land use within our objective <br />of maintaining and contining to ]wild a desirable ccmmunity. . <br />3. We have learned since the last meeting that the City of North oaks has <br />adopted an ordinance regarding newspaper tube placement. We are being sent <br />a copy of this �. ordinance from the City of North Oaks and hope to have it for <br />your review prior to the Planning Commission meeting of 3 June. In essence, <br />we are .informed that the ordinance required the placement of the newspaper <br />tube within 16 inches of the federal post office syst i s required 'mailbox. <br />All mail delivery in the City of North Oaks is by way of rural mail box <br />system, and is therefore significantly different from the situation in <br />large areas of Roseville. <br />
