It further <br />has the authority to require that no more than one be placed <br />On City property in front of each residential lot and further <br />could regulate the colorl size, and shape of the boxes., <br />The extent to which the City desires to exercise its right <br />to control newspaper boxes on its property is discretio'nary <br />with the Council.
