In March 1979, the C ity rezoned the property f ram B-3 to I-1, except for <br />the easterly 160 f eet, A copy of the plan prepared for that proposal is <br />attached,, I - - <br />The intent of the ioning as approved was to retain the front on 160 f eet <br />of depth for retail use by the Metz Baking Company and further -expansion <br />for their or others use of this retail frontage. The overall policy <br />was bas6d on a desire to encourage. more consumer related uses along Long <br />Lake Road and because of its de!4irable location relevant to the County <br />Road C interchange and visibility from 35W., <br />2, You will recall that the building was formerly occupied by the Kennedy. <br />Cohen appliance retailing operation which went bankrupt about f iv years <br />ago, During the intiervening period there was considerable difficulty <br />in finding an appropriate user for the building and land due to its <br />unique design. <br />The Metz people have successfully converted the structure with additions <br />to a modern baking plant, thus allowing the closing of the old plants in <br />Minneapolis and Saint Paul, They now propose to expand the plant <br />facilities further by adding: a local truck distribution and loading <br />facility to extend easterly on the property to a point 75 feet beyond the <br />industrial zoning line established in 1979. <br />3, We have examined with the Metz people and their representatives alternative <br />ways of accommodating their expansion concern. It appears that due to <br />the flow of materials within the plant, the expansion for distribution <br />facilities is logically accomplished toward the east. Loading itself will <br />be done inside, but the exterior walls on the north and south side of the <br />expansion will be a series of overhead garage doors. Attached to this <br />expAns ion for truck loading facilities will be a proposed "thrift shop". <br />This is a store designed to retail excess baking products to the general <br />public. The size of the pro-posed thrift shop will be 24 feet by 80 feet <br />or 1,920 :t square feet. <br />4. At our requests they have detailed a careful site plan including a screen <br />
