CASE NUMBER: 1309'81 1 May 1981
APPLICANT: Sam Cave page 3
single family plat is approved and hoaxes are constructed, the possibility
for later conversion is virtually eliminated.
7. we suggest, therefore, -that the Planning Commission and council may not
grant to make a decision with respect to the current application 6nti l such
time as a public Hearing is held on the rezoning to Limited Business for
the Fairview frontage which will occur at the next Planning- commlissibn
meeting; -It would be us -eful, however,' in our - opinion, if the Planning
Commission were. to conduct a constructive inquiry with the effected
residents in the Fairview Hills Plat regarding their' desires relating to
commercial or single family development.,
8. If the Planning Commission Chairman so desires, it may be appropriate to
announce this change in -plans on the part of Mr. cave at the beginning . o f
the hearing, so as -to channel the discussion toward the choice between the
single family development versus .the commercial redevelopment concept.
9. There may also be opi.ni.onr offered on the part of single family homeowners
to the north (on oakcrest) regarding the projection of the street northerly
from the Cave single family , plat through to bakcrest. In this area, the
City owns two lots which were purchased for' the 'purpose of ultimately
-
extending this street northward. The reason for this is that if the land
is developed- single family, it will have but a, single access from Bruce
Avenue off Fairview.- If the extenslon to oacrest is not made,,-the
result will be 35 homes located on a single cul-de-sac loop. This is
in conflict with normal public safety standards relating to access for
emergency fire, ambulance, and police vehicles. The city staff emphasizes
the importance of a second access to this neighborhood for your
consideration.
