REQUEST FOR COUNCIL ACTION <br />MEETING <br />DATE: RNMI 0 / 12/81 <br />Also attached is a letter which the Kiwanis Club distributed on Friday, October 9, to <br />the neighbors surrounding the south end of the parking lot. <br />0 <br />Mr. Dahlgren has reviewed the proposal, and made the following comments: <br />"Between October 19th and 31st, the Circle K Club proposes to operate a <br />haunted house, temporary facility,, with an entrance fee of $2.00 per person, <br />sperating from. 6*.00 p.m. to 12a.00 midnight on Fridays and Saturdays, and <br />i-00 p.m. to 11 : 00 p.m. on weekdays. Income will be dedicated to the Marchm <br />11 1 0 <br />-@f Dimes, and it 's anticipated as much as $20,000 might be collected." <br />Th e s e i m i,,ie haunted 'nuuse wi I I be fenced with snow fencing <br />so as to s et up an entrance and egress control point. There will be an office <br />*te and a telephone with someone on duty 6ontinuously. In view of the fact <br />on si <br />that the haunted house will continue for 13 days, we felt it would be appropriate <br />to have the Council review the proposal and authorize a temporary permit for <br />operation if you so chooseV <br />Assuming satisfactory reactions from the Police Department and Fire Marshall, <br />it would appear that the haunted house could be worthwhile, innocent Halloween <br />fun for the general public, and a worthwhile charity arid benefit for the March <br />of Dimes. We see no problem with respect to the handling of the operation under <br />a temporary permit with, perhaps, the following conditions,@. <br />
