EXTRACT OF MINUTES OF' SPECIAL MEETING OF THE CITY COUNCIL <br />OF OSEVILLE, MINNESOTA, HELD November 12 1 1981 <br />Pursuant to due a call and notice thereof , a SPECIAL 6 <br />meeting of the City Council of the City of Roseville, Minne- <br />sota, was duly called and held at the City Hall in said it <br />374 on the _,2tb day of November 1981, at 5.00 O'clock <br />p qP MM <br />The following members were present: <br />Franke, Kehr, Johnson and Demos, <br />and the following members were absent: Curley <br />Member Franke introduced the following <br />resolution and moved adoption:-' <br />r9--7oSOLUTION NO, 7271 <br />WHEREAS, the zoning classifications in the follow- <br />ing area of Roseville are in need of changing to be consistent <br />with a comprehensive plan. Said area is described as follow <br />s; <br />All that land lying north and west of Interstate <br />Highway 35W and east of the .7,11innesota Belt Line <br />Railroad right-of-way and south of a line parallel <br />to and 850 feet North of County Road Ce <br />WHtREAS, the it has been informed that some of <br />the present uses of land in the above area are old and <br />potential for changes in the near future, <br />WHEREAS, the City has been informed that some of <br />the present uses of said land are about to change and whi <br />change makes the pch <br />I L <br />resent zoning class*fications inconsistent <br />with good planning and inconsistent with the comprehensive <br />plan of the it <br />1, A moratorium is hereby declared on all develop- <br />ment of the above area until the Planning Commission and <br />CitY COuncil have adopted a new plan with new zoning classi- <br />fications for above area, <br />2, ThaLs matter i's hereby referred to the Planning <br />Commission to develop a new plan including new zoning classi- <br />fications and to proceed to hold public hearing as requi red <br />for any rezoning and report back to the City Council, <br />3. This moratorium shall prohibit the issuing of <br />I <br />any building permits or any other Permit which is required <br />to develop landt and any application for rezoning, special <br />use permits or variances shall not be processed by the it <br />staff until after the expiration of this moratorium., <br />
