AA <br />Item Description: Approve Application for Minnesota Department of Commerce <br />Auto Theft Prevention Program Grant <br />1 BACKGROUND <br />2 The Minnesota Department of Commerce Division of Insurance Fraud Prevention has opened up <br />3 grant funding intended to reduce motor vehicle theft and its effect on victims in the State of <br />4 Minnesota. This funding is to be used for programs that aid in the reduction of automobile thefts, <br />5 increase public education and awareness, respond to automobile theft incidents, and prosecute <br />6 offenders. <br />7 The Roseville Police Department has been, and is committed to reducing auto theft and theft <br />s from autos in Roseville. Special impact teams have been assigned (with grant funding) to <br />s specifically focus on auto theft and theft from autos—ongoing problems in Roseville because of <br />10 the amount of retail business in the city. <br />11 A new technology has been developed that captures license plate numbers automatically while <br />12 an officer is on routine patrol. The automatic license plate reader (ALPR) system is designed to <br />13 catch stolen or scofflaw vehicles cars registered to owners with suspended licenses, unpaid <br />14 fines or serious infractions such as DWI's. Alarms unique to each offense sound whenever the <br />15 system scans a plate registered in the MN Bureau of Criminal Apprehension's database of stolen <br />16 and scofflaw vehicles. A computerized voice identifies the infraction. <br />17 POLICY OBJECTIVE <br />18 The Roseville Police Department is seeking funding to purchase an automatic license plate <br />19 reader system to deploy in its unmarked traffic squad in its ongoing efforts to reduce auto theft <br />20 and theft from autos in the City. <br />21 <br />22 BUDGET IMPLICATIONS <br />23 There is no local match requirement for the auto theft prevention grant funding. <br />24 STAFF RECOMMENDATION <br />25 The police department is recommending it be allowed to apply for funding through the <br />26 Minnesota Department of Commerce Division of Insurance Fraud Prevention to purchase an <br />Page 1 of 2 <br />
