<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 10th day of March, 1997, <br />at 6:30 p.m. <br /> <br />The following members were present: Mastel, Wiski, and Wall, and the following were <br />absent: Goedeke and Maschka. <br /> <br />Member Mastel introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 9388 <br /> <br />RESOLUTION POSTPONING THE DECISION ON THE NEED FOR AN <br />ENVIRONMENTAL IMPACT STATEMENT FOR CENTRE POINTE <br /> <br />WHEREAS, the City of Roseville places a high priority on environmental protection; and <br /> <br />WHEREAS, pursuant to the Minnesota Environmental Quality Board (EQB) regulations, <br />Minnesota Rules, Chapter 4410, the City is the Responsible Government Unit (RGU) in <br />regard to the Centre Pointe project; and <br /> <br />WHEREAS, the City completed and submitted an Environmental Assessment Worksheet <br />(EAW) on the Centre Pointe project to the EQB on January 17,1997; and <br /> <br />WHEREAS, the period for receiving comments on the Centre Pointe EAW closed on <br />February 26, 1997; and <br /> <br />WHEREAS, the City received over 70 comments on the Centre Pointe EAW; and <br /> <br />WHEREAS, the City desires additional time to review, consider and respond to the Centre <br />Pointe EAW comments; and <br /> <br />WHEREAS, the City has sought out additional information necessary to a reasoned <br />decision on the need for an EIS, and expects to receive such information between March <br />10 and March 24, 1997; and <br /> <br />WHEREAS, the EQB regulations, Minnesota Rules Chapter 4410.1700, Subd. 2a, permit <br />the City to postpone its decision on the need for an EIS on the Centre Pointe project, <br />where it concludes that information necessary to a reasoned decision about the potential <br />for, or significance of, one or more environmental impacts is lacking but could be <br />reasonably obtained; <br />
