REQUEST FOR HRA ACTION Date: 1-17-12 Item No: 9f. Staff Approval: Agenda Section: PT Action Item Discussion of 2941 Rice Street Background The Roseville Building Inspections staff has been dealing with a code deficient property at 2941 for the past year. On June 20, 2011 the Council authorized an abatement at the property to tear down the garage. Currently there are several other code issues related to the exterior of the property and possibility that the structure is questionable. Building Inspections believes that the best way to address this property would be to demo the building based upon exterior review but would need to gain access to the interior to really ascertain the costs to bring the property into quality living conditions. The property, 2941 Rice Street, was foreclosed upon and is owned by HUD. The property is 128x200 feet .58 acres. Ramsey County’s assessed value for 2011 is $145,000 for land and $25,100 for the building totally $170,100. It is currently listed for $69,000, however HUD is asking for bids to be submitted. The RHRA staff has contacted the project manager for HUD to request the sale be held until the HRA board could determine if they would want to purchase the property. If there is interest by the Board, staff would negotiate a sale and then come back with some options to consider on how to proceed with the repurposing of the property. Suggested RHRA Action Authorize staff to purchase property at 2941 Rice Street and then to come back to RHRA with options to repurpose the property as a Single Family resident.
