REQUEST FOR HRA ACTION <br />Date: 1-17-12 <br />Item No: 9f. <br />Staff Approval: Agenda Section: <br /> PT Action Item <br />Discussion of 2941 Rice Street <br />Background <br />The Roseville Building Inspections staff has been dealing with a code deficient property at 2941 <br />for the past year. On June 20, 2011 the Council authorized an abatement at the property to tear <br />down the garage. Currently there are several other code issues related to the exterior of the <br />property and possibility that the structure is questionable. Building Inspections believes that the <br />best way to address this property would be to demo the building based upon exterior review but <br />would need to gain access to the interior to really ascertain the costs to bring the property into <br />quality living conditions. <br />The property, 2941 Rice Street, was foreclosed upon and is owned by HUD. The property is <br />128x200 feet .58 acres. Ramsey County’s assessed value for 2011 is $145,000 for land and <br />$25,100 for the building totally $170,100. It is currently listed for $69,000, however HUD is <br />asking for bids to be submitted. <br />The RHRA staff has contacted the project manager for HUD to request the sale be held until the <br />HRA board could determine if they would want to purchase the property.
