REQUEST FOR HRA ACTION <br />Date: 1-17-12 <br />Item No: 9.a. <br />Staff Approval: Agenda Section: <br />PT Action Items <br />Item Description: Approval of By-Laws and Election of Officers for the Housing & <br />Redevelopment Authority in and for the City of Roseville for 2012 <br />Background <br />1.0 <br />Per State Statute 469.011 - Authority operations, the HRA shall elect officers, adopt bylaws <br />and set regular meeting dates that are open to the public. <br /> 469.011 Authority operations. <br /> Subdivision 1. Powers in commissioners; quorum. The powers of each <br />authority shall be vested in its commissioners in office at any time; a majority of <br />whom shall constitute a quorum for all purposes. <br /> Subd. 2. Officers; bylaws. Each authority shall select a chair and a secretary <br />from among its commissioners and shall adopt bylaws and other rules for the <br />conduct of its affairs that it deems appropriate. <br /> Subd. 3. Meetings. The regular meetings of an authority shall be held in a <br />fixed place, except that meetings of a multicounty authority may be held <br />anywhere within the boundaries of the area of operation of the authority or within <br />any additional area where the authority is authorized to undertake a project, and <br />shall be open to the public. <br />Attached is the Housing & Redevelopment Authority By-Laws. The by-laws have been <br />reviewed by the RHRA attorney Steve Bubal, minor modifications have been made. In <br />section 2.6 the following language was added Community Development Director of the City <br />shall serve as the HRA Executive Director. In section 3.3 language was added for notice of <br />special meetings to follow the open meeting law. And in section 3.5 the following was <br />added at the end of the first sentence “except as otherwise required by law”. <br />Items that should be reviewed annually include the regular meeting dates and times and <br />election of officers. Election of the Chairman, Vice Chairman and Secretary must be HRA <br />Board members. <br />Elections can be done by a nomination process. Any HRA member can be nominated by <br />another Board member. However, the member nominated must accept the nomination to be <br />RHRA Bylaws\Officers (01-17-12) - Page 1 of 2 <br /> <br />
