REQUEST FOR HRA DISCUSSION
Date: 01/17/12
Item No: 9.b.
Staff Approval: Agenda Section:
Action/Discussion Items
Item Description: Discussion Regarding Rental Multi-Family Properties (HF 113)
Background
At the November 18, 2011 meeting, the RHRA Board and staff began a discussion regarding increased
regulation of larger multi-family rental developments within the City. Staff discussed several options
on how to approach the matter, including the licensing of landlords. While no consensus was reached,
the RHRA Board felt that there needed to be some licensure for larger multi-family rental complexes
and that further discussion on the matter should be held at future meetings.
Staff has invited representatives from the Roseville Police and Fire Departments as well as from the
Building Division within the Community Development Department to provide their observations of
the state of multi-family rental properties within our community and share the issues that they see with
these units. In addition, Lisa Peilen, representing the Minnesota Multi Housing Association, will be in
attendance to provide the perspective of multi-family property owners. It is important to understand
what the particular issues are in Roseville so that we may be in a better position to craft regulations
that will properly regulate the issues the City is encountering.
It is intended that this discussion will be a springboard for continued discussion and research on the
multi-family issues within Roseville and eventually will lead to recommendations for tools to
implement to better regulate multi-family rental units.
As noted in case 9.c, the Center for Urban and Regional Affairs (CURA) has agreed to fund an intern
to conduct the research on multi-family rental units and best practices to regulate these types of units.
Suggested RHRA Action
No action is needed at this meeting. The topic is intended to provide information to the RHRA Board
and to solicit discussion amongst the RHRA Board members and staff.
Prepared by: Patrick Trudgeon, RHRA Executive Director (651-792-7071)
A: Multi-Family Properties in Roseville.
Rental Multi-Family Discussion
