REQUEST FOR HRA DISCUSSION <br />Date: 01/17/12 <br />Item No: 9.b. <br />Staff Approval: Agenda Section: <br /> Action/Discussion Items <br />Item Description: Discussion Regarding Rental Multi-Family Properties (HF 113) <br />Background <br />At the November 18, 2011 meeting, the RHRA Board and staff began a discussion regarding increased <br />regulation of larger multi-family rental developments within the City. Staff discussed several options <br />on how to approach the matter, including the licensing of landlords. While no consensus was reached, <br />the RHRA Board felt that there needed to be some licensure for larger multi-family rental complexes <br />and that further discussion on the matter should be held at future meetings. <br />Staff has invited representatives from the Roseville Police and Fire Departments as well as from the <br />Building Division within the Community Development Department to provide their observations of <br />the state of multi-family rental properties within our community and share the issues that they see with <br />these units. In addition, Lisa Peilen, representing the Minnesota Multi Housing Association, will be in <br />attendance to provide the perspective of multi-family property owners. It is important to understand <br />what the particular issues are in Roseville so that we may be in a better position to craft regulations <br />that will properly regulate the issues the City is encountering. <br />It is intended that this discussion will be a springboard for continued discussion and research on the <br />multi-family issues within Roseville and eventually will lead to recommendations for tools to <br />implement to better regulate multi-family rental units. <br />As noted in case 9.c, the Center for Urban and Regional Affairs (CURA) has agreed to fund an intern <br />to conduct the research on multi-family rental units and best practices to regulate these types of units. <br />Suggested RHRA Action <br />No action is needed at this meeting.
