qASFffih-hE <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: 1/23/12 <br />Item No.: 7 • h <br />City Manager Approval <br />Item Description: Approve Terms of 2012 -2013 IUOE Local 49 Maintenance <br />Workers Contract <br />1 BACKGROUND <br />2 The City of Roseville has three collective bargaining units, the Police Sergeants, Teamsters; <br />3 Police, LELS; and the Maintenance Workers, IUOE Local 49. There are 29 city employees in the 49ers' bargaining unit. <br />They perform a variety of maintenance duties in the Public Works and the Parks and Recreation <br />Departments. The City and the union have been negotiating since October 2011 as the contract <br />expired on December 31, 2011. <br />The City benchmarks itself with comparable municipalities. According to comparable <br />municipalities, the wages for this unit are below the average. The Council did approve an <br />increase of I% for non -union employees in 2012. <br />City staff and union members from Local 49 have met and found common ground for a <br />settlement on a two year contract. The settlement terms meet the parameters set by Council in <br />closed session. The membership voted to accept the contract terms on January 10, 2012 with <br />implementation upon Council approval and effective I/ 1 / 12. The following are the agreement <br />terms: <br />Description of Proposed Agreement: <br />1. CONTRACT DURATION: <br />➢ Term of 2 years from 1/1/12 - 12/31/13 <br />2. WAGES: <br />➢ 2% increase to wages effective 1/1/12 for all classifications. <br />➢ Effective January 1, 2013 increase all IUOE union classifications by whatever the <br />final average COLA ends up being after any settlements for the maintenance units <br />within the 10.
