Vanuary 15., 198 <br />There is another alternative to removing the top management posit-ions from <br />Civil Service. It is done by establishing the posit-Ion of Public Safety <br />Director. This poson, in addition to management responsibility of the <br />Police Department, is also responsible for managing 'the Fire Department, <br />At this time., I am mot sure that the Public Safety' Director alternative <br />is the best organlizatiOnal arran2ement for Roseville. <br />If special legisla- <br />tion is not possible, it may' have' to be considered. <br />S geeia1 legislation would provide the needed flexibilit to respond to <br />Y <br />future City organizational needs,, <br />
