<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, County of Ramsey, Minnesota was duly <br />held on the 26th day of September, 1988, at 7:30 p.m. <br /> <br />The following members were present: Kehr, Matson, Cushman, and Rog, <br />and the following were absent: Johnson. <br /> <br />Member Kehr introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION NO. 8365 <br /> <br />RESOLUTION SUPPORTING COMMUNITY ACCESS MANAGEMENT <br />BY A NON-PROFIT CORPORATION <br /> <br />WHEREAS, the City of Roseville (hereinafter "city") recognizes the <br />functions that community access on a cable communications system can <br />perform in serving the communications needs of the variety of <br />community organizations, institutions and individuals, and in <br />enriching the cable subscribers/viewers by providing information abut <br />community events and resources plus an awareness of the scope and <br />dynamics of activity within the ten city area; and <br /> <br />WHEREAS, the North Suburban Cable Commission (hereinafter "Commission") <br />is authorized to act on behalf of the City through a joint and <br />cooperative agreement to oversee and administer the franchise that the <br />City has granted to Cable TV North Central; and <br /> <br />WHEREAS, the Commjssion has completed a thorough study of community <br />access, which stU41s ~ain conclusions include the community access <br />would best be man~ged by a non-profit corporation rather than by the <br />cable communications company, and that Cable TV North Central has <br />failed in its efforts to provide the proper mix of resources to <br />support and produce a successful access operation; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City directs its commission <br />Representative to support the Commission's negotiations to effect the <br />orderly transfer of community access management functions and resources <br />from Cable TV North Central, or its successor, to a non-profit corpora- <br />tion, and to ensure that the corporation has sufficient funds to per- <br />form its duties without the necessity of additional funding from the <br />member cities. The non-profit corporation will be responsible to <br />promote the community access opportunities, and to manage resources <br />provided for same in the ten city area. <br /> <br />The city directs its Commission Representative to report the results <br />of the negotiations to the City for review, and appropriate action. <br />
