EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 10th day of October, 1988, at 7:30 p.m. The following members were present: Johnson, Cushman, Matson, Kehr, and Rog, and the following were absent: None. Member Kehr introduced the following resolution and moved its adoption: RESOLUTION NO. 8367 PUBLIC HEARING REGARDING REMOVAL OF CITY MANAGER WHEREAS, on September 26, 1988, the City council of the City of Roseville relieved James Andre of his duties as City Manager; and WHEREAS, on September 27, 1988, James Andre requested a public hearing; NOW, THEREFORE, BE IT RESOLVED, by the city Council of the City of Roseville that a public hearing is hereby scheduled before the City Council as follows: Date: Monday, November 7, 1988 Time: 7:30 p.m. Place: Roseville Area High School Cafeteria 1261 West Highway 36 Roseville, Minnesota The question before the Council shall be: Shall James Andre be removed as City Manager of the City of Roseville? The City Council determines that the charges causing a proposed removal are as follows: 1. There is a breakdown in communication between the City Manager and a majority of the Council members. 2. This lack of communication has made it difficult for the majority of the Council to establish the policy of City government which they are required to do. 3. The lack of communication has made it difficult to have effective public hearings.
