If such a tower is to be built <br />in an industrial area in Roseville, such a location, in our opinion, is <br />likely to have the least impact on further development or redevelopment of <br />the land. That is to say, that County Ditch 4 is likely a _permanent <br />facility, and thus, a tower located in this "corner" of the turn would - <br />1 lke ly not inhibit the pla c em "ent of future structures .i in the area, <br />This could be important inasmuch as we anticipate over an extended period <br />of time that the large parcels in this area currently occupied by truck <br />terminals may at some point in time be redeveloped for more intensive <br />purposes. Thus, we. would not like a small parcel occupied by a tower <br />encumbering the flexibility for the future layout and use of the land. <br />Another positive element is that in the event the land is redeveloped in <br />the future as a quality industrial park the vertical symbol represented <br />by the tower could be a striking point of identity* The most striping <br />example of such a symbol is, of course, the Eiffel Tower in Paris which is <br />984 feet high, or the T . v . tower in Stuttgart, C erma ny , ( the first one with <br />a restaurant on top) which is about 550 feet high. That tower is <br />20 feet in diameter at the base. <br />Perhaps the best local example of a communications tower serving as a <br />focal point in the middle of an industrial park is that of the self - supporting <br />tower in Curt far l son s Niinneapo 1 i s Industrial Park (planned by your <br />consultant in 19 6o) located in the City of Plymouth in the southeasterly <br />quadrant of the intersection of Trunk Highway, 55- and Interstate 494. This <br />tower is }wild of cor -ten steel, and is ' a steel - walled structure and not <br />an angle }graced tower with legs, we do not know the height of that structure <br />but will attempt to find out b'e'fore the Planning Commission hearing, <br />7. Though the tower would certainly function as a distinctive vertical symbol, <br />that might also be its principal negative factor, obviously, a 330 foot <br />tower will be visible from Most points within the community. If the <br />Planning Commission and Council feel that such a highly visible tower is <br />a detraction to the coummuni ty, that would be a cause for considerable <br />concern, If it is the objective to maintain a "rural character" to the <br />maximum extent., the tower may be visualized as a detraction from that <br />objective, The placement of the tower (and hopefully painting it white) <br />could be considered by some as a symbol of an urbanizing community, where <br />taller structures are encouraged in the right locations. There is, of <br />course, a difference between tall buildings and a tall tower. <br />
