C <br />CASE NUMBER. 1363-82 <br />APPLICANT: Harry Harry Schroeder Page <br />Council meeting whether or not the location of -these two <br />driveways was similar to that of the two driveways further <br />south on Hamline Avenue serving the Roseville Professional <br />Building. These two driveways are 90 feet apart as <br />measured curb -to -curb on the air photos. A better comparison <br />is that of the distance between the southerly most driveway <br />serving the Roseville Professional building to the next <br />public street entering from the west at sanders. This <br />distance is 210 feet* We suggest that the distance between <br />the two access drives as proposed are reasonable and allow <br />adequate space for each driveway to function at a reasonable <br />standard comparable with the rest of Hamline Avenue without <br />making either of them one-way ingress or egress. <br />f. In the long run, if traffic builds up to an extreme degree <br />on Hamline Avenue, it is possible and likely and median strips <br />will be constructed in portions of the roadway. Under these <br />conditions, such a median strip between the intersection with <br />Christy circle and Rose dace. This would automatically <br />require right-turn-in and right -turn -out movement only on the <br />northerly most access road to the site. The purpose of such <br />a median stip is, of course, not only to separate the on- <br />coming traffic, but creates safer (but less convenient) egress <br />from driveways opposite such median strips. In any case, the <br />owner of 2588 Hamline should consider developing a back - around <br />space on his driveway so that he could enter Hamllne Avenue <br />moving foreward* It appears that there is adequate space to <br />accomplish this on the property and is a good idea for any <br />such driveway fronting on a major travel street, <br />Landscaping <br />a. we had one of our six- ' -land sc ape architects review the proposed <br />landscape plan very crefully. The general conclusion is that <br />the plan is well done and contains a very good variety of <br />species, which in most cases are well placed. <br />b. A reduced copy of the current plan is not attached but will be <br />available in large scale form at the Manning Commission and <br />Council meeting} A ground cover known as Fleece Flower is <br />proposed between the two entrances (opposite Hamline Avenue) <br />and along the west line. This species will work- well for this <br />purpose, but has to be carefully controlled because of its <br />aggressive nature. In other words, unless properly controlled <br />it will overpower contiguous plant material, <br />
