Supervisory/Confidential Em loyee Pay and <br />Classification Plan <br />The purpose of this plan is to provide a compensation program for <br />first -line supervisors and confidential employees. The plan is <br />designed to provide flexibility and allow for the development of <br />abilities and effectiveness and meet changing economic and compet- <br />itive conditions. The City Manager will be responsible for the <br />overall administration of the plan and will make annual recommend- <br />ations to the City Council regarding changes or adjustments in the <br />plan. <br />1. falary Structure <br />R <br />There are several salary grade identified by letter in the plan. <br />Each grade is divided into three ranges* <br />A) Entry or Marginal Performance Range is designed for <br />those employees who are new to the position, are <br />developing in the position or have demonstrated definite <br />deficiencies in performance. <br />Fuller satisfactory Performance Flange is designed for <br />those employees who are recognized as satisfactory <br />performers and have demonstrated the ability to perform <br />all assigned areas of accountability. <br />Outstanding Performance Mange is designed for those <br />employees who have consistently demonstrated the ability <br />to perform all areas of accountability in an outstanding <br />manner. <br />The determinant as to where an individual will be assigned in any <br />given grade are , first, job performance based upon a performance <br />evaluation; and second, where the person currently is within the <br />range at the time of the review <br />II Procedures <br />The department heads both collectively and individually will be <br />responsible for administration of the plan and for maintaining it in <br />a current status. Department hems will mon.iter the accuracy of <br />position descriptions to ensure that when changes in accountabilities <br />occur, descriptions are updated. They will also regularly review the <br />plan to insure that overall plan objectives are being met, Recommendations <br />will be made to the city Manager regarding changes and adjustments. <br />Performance review will be conducted annually by department heads to <br />determine what if any, salary adjustment is to be recommended to the <br />City Manager. Performance will be reviewed in relation to assigned <br />accountabilities. Reviews will be conducted using the Supervisory/ <br />Confidential Employee Performance Evaluation form, <br />
