4 February 1961 <br />PLANNING REPORT <br />CASE NUMBER: 1296-81 <br />APPLICANT: Cecil A. Sanders <br />LOCATION: West Side of Wilder Street, Fourth House <br />South of County Road D (see sketch) <br />ACTION REQUESTED: Approval Of Special Use Permit <br />PLANNING CONSIDERATIONS: <br />The City Council has endorsed the Planning Commission's recommendation to <br />add Single Chair Barber Shops as a special use in the R-'l Residential <br />District. Accordingly, Mr. Sanders, the person who initiated the request <br />to amend the Ordinance, has applied for such a shop in the basement of <br />his home located at 3083 North Wilder Street. <br />Attached is a copy of a letter from Mr. Sanders briefly outlining the <br />nature and purpose of his proposal. Also attached is a copy of a small <br />sketch prepared by Mr. Sanders indicating the location of h1s shop to be <br />placed in his basement, <br />2. The Council adopted the policy of allowing Single Chair Barber Shops in <br />residential districts with the condition that they be operated by appointment <br />only. Mr. Sanders notes in his letter that he intends to operate by <br />appointment only on two days a week. Having establish - ed the po 1 icy 1, we <br />see no apparent reason why it should not be applicable to the location and <br />residence proposed in this application. The visible impact will likely <br />be that of one or two cars parked in Mr. Sanders driveway or on the <br />street. Inasmuch as Wilder Street is a. cul-de-sac at this point, obviously, <br />there is relatively little traffic there being but 20 houses fronting on <br />the cul-de-sac, plus one home with an attached beauty parlor at the south- <br />west corner of County Road D and Wilder Street. <br />3. Notices of the application for the issuance of the Special use Permit have <br />been mailed to property owners within 350 feet. Mr. Sanders has indicated <br />that he has spoken to many of his neighbors and thus there may be no <br />significant neighborhood reaction. <br />
