HEAD APPROVAL. <br />G 1" // <br />MGR, REVIEWED/ #AEG E <br />Earlier this year the Council received a petition from the residents <br />on Aroma Street between Lydia Avenue and Brenner Avenue to reconstruct <br />this roadmix pavement, as well as to construct concrete curb and <br />gutter, At the time the--petition was circulated we indicated to these <br />people that it would probably be necessary to consider storm sewers <br />for the area because none currently exist. The Council, therefore, <br />ordered the feasibility studies for Aroma and the storm sewer system <br />to serge the general area of Lydia between Snelling and Hamline. At <br />the same time they ordered feasibility studies for reconstructing <br />Lydia between Snelling Avenue and Haml.i.ne Avenue; inasmuch as this is <br />an MSA road that would be considerably torn up due to the construction <br />of storm sewers, i f they were ultimately approved. <br />We have now been advised by our bond attorney that to avoid potential <br />confusion in the future that the paving of Lydia should be given a <br />separate project number and a separate feasibility report. Therefore, <br />it is recommended that such a feasibility study now be authorized as, <br />a separate report, f. <br />In 1978, after the heavy rain, the City received a petition from <br />several residents on Transit Avenue, just west of Victoria, request- <br />ing the City consider s troam sewer facilities and potentially additional <br />pond ing to serve their area and relieve their situation. At that time <br />the Council authorized the Public works staff to review the situation, <br />and determine if a improvement project would be practical. That has <br />now been done and it is our opinion that a formal feasibility study <br />should be done for this area, In addition, the City should consider <br />at the same time the possibility of bringing ]gooks and Transit up to <br />the MSA standards to a paving improvement, should the storm sewer <br />projects become a reality. As in the case of Lydia Avenue , this paving <br />project would carry a separate number and an individual f eas ib li t <br />report. <br />Recommended Council Action: <br />Adoption of a resolution ordering the preparation <br />of a feasibility report for project P-80-29, the <br />paving of Lydia Avenue from Snelling Avenue to <br />Hari ine Avenue <br />Adoption of a resolution ordering the preparation <br />of a fe asb.i lity report for the construction of storm <br />drainage facilities to serve the area between Bennett <br />Lake and county road B-2 bounded by Lexington Avenue, <br />and victoria Avenue, identified as Project ST-80-30.. <br />Adoption of a resolution ordering the preparation of <br />a feasibility report for the paving of Transit Avenue <br />from Victoria to Brooks and Droops avenue to Lexington <br />identified as Project P- 80 -31. <br />
