0 TOO City Council FROM* Jim Andrler)9� SUBJECT: Cftizen 'Survey Material Rttached are three draft documents in regard to the -citizen survey discussed at the last Council Work Session. These documents make up what would be the first step in the survey process. The first document is an outline of the method that would be used in conducting the survey. It tells who will be surveyed, how the sample will be chosen and generally how the survey is to be conducted., The second document is more detailed instructfon on how the survey will be done. It is designed for use by the interviewer and provides guidelines on what to do in certain specc incidents. This document would likely be modified by the survey company that conducts the interviews. The third document is the questionnaire itself. This is the actual way the Auestionnaire would be structured and the actual questions that-are to be asked. The ques - tj , ons themselves.are based on the topics that the Council was asked to priori" tize, Topics that -had three or more "High" priority rankings out of fo ive were the only topics that questions were developed for. The question format is based on questions from similar questionnaires developed by other c es. I There are two topics which were not specifically addressed on the topic list which the Council may wish to consider as substitutes or additions. The first was suggested by a Council member and has to do with alternative punishments for persons convicted of vandalism. The suggested question would V be constructed as follows. Turning now to the issue of sentencing for a specific crime, please consider the following types of punishments and indicate whether you believe they are appropriate or inappropriate for those convicted of vandalism, (Read "a-;-d", Indicate possible respon"s to "a" repeating as necessary)
