0 <br />TOO City Council <br />FROM* Jim Andrler)9� <br />SUBJECT: Cftizen 'Survey Material <br />Rttached are three draft documents in regard to the -citizen survey discussed <br />at the last Council Work Session. These documents make up what would be the <br />first step in the survey process. <br />The first document is an outline of the method that would be used in conducting <br />the survey. It tells who will be surveyed, how the sample will be chosen and <br />generally how the survey is to be conducted., <br />The second document is more detailed instructfon on how the survey will be <br />done. It is designed for use by the interviewer and provides guidelines on <br />what to do in certain specc incidents. This document would likely be <br />modified by the survey company that conducts the interviews. <br />The third document is the questionnaire itself. This is the actual way the <br />Auestionnaire would be structured and the actual questions that-are to be <br />asked. <br />The ques - tj , ons themselves.are based on the topics that the Council was asked <br />to priori" tize, Topics that -had three or more "High" priority rankings out of <br />fo <br />ive were the only topics that questions were developed for. The question <br />format is based on questions from similar questionnaires developed by other <br />c es. <br />I <br />There are two topics which were not specifically addressed on the topic list <br />which the Council may wish to consider as substitutes or additions. <br />The first was suggested by a Council member and has to do with alternative <br />punishments for persons convicted of vandalism. The suggested question would <br />V <br />be constructed as follows. <br />Turning now to the issue of sentencing for a specific crime, <br />please consider the following types of punishments and indicate <br />whether you believe they are appropriate or inappropriate for <br />those convicted of vandalism, (Read "a-;-d", Indicate possible <br />respon"s to "a" repeating as necessary) <br />
