4 June 1980 <br />PLANNING REPORT <br />CASE NUMBER: 1256 -80 <br />APPLICANT: Dueller -Gies Funeral Homes , . Inc . <br />LOCATION: North of Minnesota Avenuer Southeasterly <br />of the Lutheran High school <br />ACTION REQUESTED, Approval of Special Use Permit for <br />Funeral Chapel. <br />PLANNING CONSIDERATIONS <br />1. Attached is a copy of our report of 2 April 1980 (Case No. 1250 -80) which <br />explains the general mature of the proposal and the application as of <br />that time. The new proposal includes additional parking and retention of <br />the street right -of -way, and dedication of the partial cud. -de -sac as <br />recommended by the Planning Commission at the April Meeting. <br />2. The applicant proposes to add an additional lg parking stalls to the 34 <br />existing spaces, thereby providing capacity for those occassfons when a <br />large funeral may be conducted. The applicant also agrees to retain the <br />existing 25 feet of street dedication, and to include a dedication for <br />the westerly portion of the cul -de -sac which may ultimately be rewired <br />for the development of residential lots to the east ( explained in previous <br />report). The applicant proposes additional landscaping to screen the <br />added parking, as you will note on the site plan. In all other respects, <br />the application for the use of the land is the same. <br />3. As you are all aware, the Planning Commission recommended and the Council <br />adopted a proposal to include "funeral chapels" as a special Use in the <br />R -1 District, The ordinance having been so amended, the applicants are <br />now applying for for approval of such a special Use Permit for the former <br />Merriam Parr Church of God site. <br />4. Based on the former analysis, and adjusted design proposal, we suggest the <br />proposal merits positive consideration. The Planning Commission and Council <br />may wish to consider an approval with the condition that the property be <br />developed as proposed on plans submitted by the applicant dated 4 January <br />1980, as amended 15 May 1980; and that the westerly half of a cul -de -sac <br />120 feet in diameter be dedicated as indicated on said plan <br />
