Anticipating a request by the City <br />Council to receive more information from our office, z would like <br />to outline the services which must be performed through the first <br />meeting of the Joint Powers Commiss ion. The .city Council should <br />be informed that upon' the establishment of the Joint Powers <br />Commission the other nine cities in the region will be required <br />to contribute their share towards all expenses incurred in the <br />establishment of the Joint Powers Commission. Further, all costs <br />of the establishment - of a cable television system are re irbursed <br />to the city by the company.-which eventually receives the cable <br />franchise for Roseville and the region <br />Although our experience allows us to estimate the types of <br />services .involved ire the formation of a Joint Powers Cable Commis - <br />sion and the estimated time involved, it is difficult at this <br />time to offer a precise budget for such work. Generally, the <br />services involved include: <br />Communication with ten cities, familiarization <br />with heir city council meeting calendars and <br />procedures, and other administrative start -up <br />work* The drafting of a Joint Powers Agreement <br />for consideration by the ten city councits. 25 hours <br />2. presentation of Joint Powers Agreement to tern <br />cities with Possible attendance at ten city <br />council meetings to answer spec i f ie questions <br />
