She had been <br />charged with committing indecent and immoral conduct contrary to <br />Roseville Ordinance S164.050. She has since entered a plea of <br />guilty to that offense, apparently because she has left the massage <br />business and, therefore, has less stake in the outcome. <br />Accordingly, I am enclosing a proposed ordinance amending Chapter 129 <br />and requiring the registration of masseurs and masseuses. The City of <br />Minneapolis has a similar ordinance in effectft <br />I should emphasize that the proposed Ordinance is in addition to <br />already existing regulation of massage parlors. The existing <br />ordinance contains requirements for the type of premises in which <br />I <br />a massage parloromay be maintained and also requires an annual fee <br />
