MILITARY DEPARTMENT PLAN FOR RELOCATION OF <br />MINNESOTA NATIONAL GUARD UNITS PRESENTLY <br />HOUSED IN THE MINNEAPOLIS ARMORY <br />1. The National Guard Armory located at 500 South 6th Street in Kinneapolis <br />was built as a multiple unit armory In 1935. Greatly increased energy and <br />maintenance costs,, as well as updating expenses concerning OSHA and Handi- <br />capped Access, indicate that this facility should be vacated as a National <br />Guard Armory site. The move of population and personnel sources to locations <br />other than the inner city, along with the fact that this facility is located <br />in the immediate area of the new domed stadium,, were the prime factors and <br />determination regarding the disposition of this structure. <br />2. The following plan for relocation of the nine units is presently being <br />considered. Implementation of the disposition of the present structure and <br />the relocation of units housed therein will necessarily take an extended <br />period to accomplish. The following dis'position is suggested: <br />a. Two unit armories to be newly constructed in locations of the City <br />of Minneapolis chosen by the community and approved by the Military Department, <br />will be programmed for construction* <br />b. Acquisition of presently unused Public school buildings In surburban <br />areas, such as Cottage Grove,' Blocmi'ncrC� ton, or other areas as they become <br />available, would be purchased* <br />CIO Immediate acquisition of the now available elementary public school <br />at Mc Carron' s Lake in Roseville. This building complex will house two <br />National Guard units and possibly the Minnesota Mill' tart' Academy now housed., <br />in the St. Paul Dow-ntowri armory. <br />0 <br />d. The possibility exists that in place of an unused public school <br />facility in Bloomington a newly constructed two unit armory may be the <br />solutions <br />-3. Funding for new construction would be on a 75% federal /25% state/com- <br />munity ratio. Sale of the present armory in Minneapolis would provide <br />Sufficient funding to purchase unused school sites where determined feasible. <br />This office has been negotiating with h1ational Guard Headquarters in Wasbing- <br />ton, D. C. regarding possible funding support in the purchase of school <br />sites At this time due to the fact that it is a new concept, no plans <br />1 :0 <br />are presently in being to support this type of acquisition. At the present <br />time, federal construction funds have been cut drastically and the State of <br />Minnesota will have great difficulty in obtaining the 75% federal support <br />for construction of any new armories over the next two years. It has been <br />estimated that we may conceivably receive authority to construct one armory <br />under this system during the next two-year period. <br />
