Section 1. <br />The <br />powers <br />and <br />duties of the Commission shall in- <br />clude the powers <br />set <br />forth in <br />this <br />Article. <br />Section 2. The Commission may make such contracts and take <br />such other action as it deems necessary and appropriate to accomplish <br />the general purposes of the organization. <br />
