CASE NUMBER: 1284-80 <br />APPLICANT: Shirley O'Neill <br />LOCATION: Northwest Corner of Dale Street and <br />Larpenteur Avenue <br />ACTION REQUESTED, Approval of Special Use Permit <br />for Dog Grooming Shop <br />PLANNING CONSIDERATIONS: <br />The property in question is zoned B-2 and is the building that was <br />substantially remodeled and expanded by William C, Johnson at the <br />northwest corner of Dale Street and Larpentevr Avenue. Shirley O'Neill <br />proposes to operate a dog grooming shop, which is described in the <br />statement submitted by her attached to this report, <br />2, Both "pet shops" and "dog kennels" ale listed as special uses in the <br />B-2 District. A dog grooming shop as such is not listed separately. We <br />a <br />therefore felt it appropriate that they apply for a Special Use Permit <br />inasmuch as a dog grooming business is normally a part of a pet shop <br />operation. <br />3. Attached is a copy of the plan of the building and a larger scale plan <br />of the pet shop itself. The plan submitted by the applicant does not <br />show the exact location of the pet shop in the structure but we understand <br />it to be located on the westerly side,, The owner of the building has <br />informed us that he feels the operation can be successfully handled within <br />his building. The key to this, of course, is the constxuctian technique <br />used to insulate any sound that might eminate from the dog storage area. <br />It would appear that if the Planning Commission and Council feel <br />appropriate mean sres are or will be taken to handle the use within the <br />building, that there would be no deleterious effect as fax as the general <br />public is concerned. <br />
