ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />I <br />Alex Minich <br />Southeast Corner of Snelling Avenue and <br />Lydia Avenue <br />Rezoning from .B-1 to R-3A <br />Variance to Density Requir ement s p Parking <br />Requirements <br />Permission to Construct Efficiency Units <br />1. The property in question is occupied by an existing 16 unit apartment <br />building. This structure is similar to two other buildings along Snelling <br />Avenue for which similar remodeling was approved for Mr. Commerce this <br />past year. <br />The applicant proposes to remodel a portion of the lower level so as to <br />acconunodate two one bedroom units and an efficiency unit. The spaces <br />were formally occupied by a two bedroom unit, a guest room, and a party <br />room. <br />2. Attached is a copy of the site plan, the interior remodeling plan, and <br />three sheets itemizing the density, parking, and an inventory of.the current <br />occupancy of the structure,, <br />3. No exterior additions to the structure are proposed. New windows will be <br />constructed and window area wells so as to conform to the life safety <br />code relevant to excape from fires and window area requirements, <br />Calculations relating to the density (f irst sheet in the attached) indicate <br />a variance to the land area requirements of 4., 877 square feet The 27 <br />parking spaces on the site provide 1. 6 park inch spaces per unit, where as <br />two parking spaces per unit are required by Ordinance. With respect to <br />the parking, you will notice that on the third sheet of the information <br />submitted, the schedule of occupancy indicates that many of the persons <br />are of retirement age or greater. The number of cars utilized by the <br />existing occupants total 16. As in the case of the Commerce buildings, <br />it would indicate that due primarily to the extreme age of many of the <br />occupants, two parking spaces per unit are not needed. <br />4. With respect to the efficiency unit, you will recall that the Ordinance <br />specifically disallows efficiency units. Rather than change this <br />requirement, the Planning Omission and Council decided in the previous <br />
