2209 WEST 29th * TOPEKA, KANSAS 66611 a (913) 266 -7021
Craig C. Sweeney Asst. Director of Development octobex 271 1980
Asst. Secretary {
Barnes Andre
City of Roseville
2660 Civic Center Dr.
Roseville, Minnesota 55112
RE: Cis Ordinance F Strictio
Dear Mr. Andre;
I met recently with Mr. T hlgren, your city planner, to discuss
the possible construction and operation of one our ShowBiz Pizza Place
Restaurants . the city of Roseville, We are discussing the site known
at Lot 1, Block 1, Rosedale center Second Edition, imtediately west of
the victoria Station Restaurant. The city currently has an ordinance
on its books which prohihits the operation of any amusement device by
persons under the age of 18 years. Show.Bi. z Pizza Place is a restaurant.
Our prhToxy attraction is that we offer three dimensional, robot -like
animted entertainment. use life-size robots perform on a stage in
front of our dining area and sing g and tell stories, The program is
geared primarily to families with young children. Additionally, we have
a "Sports Room" where we have a ire screen television and offer a much
quieter and more adult-oriented fort. Finally, we have a large "pia
where we provide for our patrons use 50 to 60 coin- -gated amusezent gams,
The large majority of these games are the newer electronic games. Only a
few of our dames are - "pinball" mchines . In addition to those games, we
will generally have between eight and ten, what we refer to as "childrens'
ri des " , of the type that rrnight be seen at a carnival - -that 'is small horses,,
or rrerry- --rounds , etc.
By way of demonstrating that we. are primarily a restaurant with coin -
operated Barnes as an accessory use, let me point out that the Barnes portion
of our restaurant occupies only approximately % of the total square footage
of our building. The Barnes area does not have a. separate entrance, The
games revenues rarely 30% of the total revenues of our restaurant. We are
confident that your ordinance was enacted in order to prevent the type of
establishment that encourages youngsters to "hang out . " This is our goal
also. Our corporate policy is to post a sign at the front door which states
that children under 18 who are not acccnpanies by their gents are not
allowed to eater our restaurants. This is enforced with a security guard
for the first several weeks of operation, and on busy rights after that,
