Special Use Permit for Site Plan Approval <br />PLANNING CONSIDERATIONS <br />in The First Bank System proposes to develop a system of "FASTBAN Service" <br />outlets covering the Metropolitan Area. These will consist of free -- standing <br />structures with the familiar cash withdrawal, deposit, and money transfer <br />system familiar to us, many of which are now installed in large retail <br />outlets, The structures are eight (S ) by sateen ( 16 ) feet in size, <br />normally occupying one or two parking spaces (depending upon their orienta- <br />tion) in existing parking lot area of local shopping centers, <br />Attached is a copy of a statement from the First Bank System generally <br />describing the operation, along with a copy of a generalized analysis <br />describing the operation and some of its impact, prepared by Barton- Aschman <br />Associates, Inc,, a local branch office performing planning and traffic <br />analysis services. <br />2. The land In question is zoned $ -1P* Limited Detail District, for which a <br />Special Use Permit for Site Plan Approval is required. The applicant has <br />submitted a site plan drawing indicating the location and specific site area <br />for the proposed structure in the Fairdale Shopping Center site. 7'he Staff <br />has discussed this location with the applicant and recommended it be moved <br />from a location near one of the entrances to the island area currently <br />proposed* This part of the shopping center site is least used for parking, <br />being the greatest distance from the structures. This shopping center <br />Yeas a total of 43 , 811 square feet which requires , 218 parking stalls in <br />accordance with the City's parking code it The center has 277 stalls, of <br />which three will be Lost, if the structure is built. The experience in <br />Roseville has shown that the five spaces 'per 1,000 squarefeet of retail <br />space is adequate for retail shopping purposes, only during the extreme <br />peak times ( the Saturday following Thanksgiving, and the days immediately <br />proceeding Christmas) are the parking lots full. There is relatively little <br />experience on the actual amount of parking that might be needed during <br />pear period for the operation of the proposed facility. We suspect, however, <br />that in this case, where the parking provided far exceeds the ordinance <br />m1nimum # that the development of the facility in this location under <br />conditions proposed will be workable <br />
