Michels <br />LOCATION: South of Ruggles street, at the'End <br />of Del lwood ( see sketch) <br />ACTION REQUESTED: Approval of Special Use Permit for <br />Operation of Beauty Shop <br />_ <br />PLANNING CONSIDERATIONS: <br />over a year ago, the 'City amended the Special Uses in the R -1 single Family <br />District to Include a single operator beauty shop.to the list of special <br />uses that can be applied for in a single family home. Subsequent to that <br />action such a shop was approved to be conducted in a basement room in a <br />Roseville residence. <br />2. Robert Michels ( the applicant) will be married on 13 November 1982 to Lary <br />Claire McMahon, who then proposes to operate a single operator beauty <br />shop in a room at the rear of their home at 1292 Ruggles Street, <br />Roseville, Attached is a copy of a statement from Ms . McMahon explain' ing <br />her credentials, purpose, and operation* <br />Also attached is a copy of a plan submitted by the applicant indicating <br />the location of the proposed room to be used for the beauty shop <br />operation. You will notice they intend to construct a sidewalk from their <br />driveway around to the rear of the garage where the room will be located. <br />A separate entrance is provided for customer entrance to the f a c ail ity <br />Also attached is a copy of an air photo of that portion of Roseville <br />indicating the ,location of the house relevant to other homes ire the area <br />3. we have discussed this application with Mr. Michels and his fl nancee and <br />suggested that they inform their neighbors of their plans to operate a <br />beauty shop in their residence: One of the purposes 'of including the - beauty <br />shop as a special use in the ordinance is to allow for a public hearing and <br />an opportunity for the neighbors to express their concerns or support. <br />Though it is not the intention to have the neighbors, in effect, make the <br />decision for the Planning Commission and Council, neighborhood comment is <br />helpful and appropriate inasmuch as site conditions, street patterns, <br />parking potential, density of development, and the nature of contiguous <br />development will differ in various parts of the Casty. <br />4.
