J <br />4 August 1982 <br />P LANNING REPORT <br />CASE NUMBER: <br />APPLICANT <br />LOCATION: <br />1385 -82 <br />St, Paul suburban Pus company <br />Westerly of Partridge Road <br />ACTION REQUESTED: Approval of special Use Permit <br />Variance to Sidewalk Construction <br />PLANKING CONSIDERATIONS: <br />Z, The property in question is a 2.94 acre site for which a special Use Permit <br />has previously been 'issued about a year ago by the, City for the construction <br />of a school bus terminal on the site. The applicant has graded the <br />property and constructed a pad for the initially proposed building (slab <br />on grade) but has not constructed the originally planned facility. <br />The applicant now proposes to approximately double the size of the structure <br />to 22,932 square feet, and utilize the building as a garage facility only <br />without the maintenance facility as originally proposed. A portl.on of the <br />building in the easterly corner would be used for office and di spatdh <br />purposes. <br />2. The site plan is basically the same as that previously proposed, with the <br />exception of extending the building northwesterly, doubling its size. <br />The remainder of the property is utilized for required setbacks, ponding <br />area, and the parking of buses similar to that originally proposed, <br />The structure will be masonry with vertical break -off block masonry units. <br />The site plan is then basically similar to that of the originally approved <br />design with the exception of the increase in the size of the structure and <br />the change in its use. <br />3. We have encouraged the applicant to consider the possibility of moving the <br />structure to another site where there would be additional more appropriate <br />capacity for exterior bus storage. The applicant apparently feels that <br />this site best suits his needs, though the capacity is limited, certainly' <br />it can be construed as an improvement to park more of the buses on the <br />inside of the building rather than outside. In that sense, the current <br />proposal is an improvement over the original design, <br />4, The applicant is seeping a variance for relief from the requirement to <br />construct a sidewalk on the frontage street. The rationale for this <br />request should be questioned of the applicant as it may relate to any new <br />policy regarding the construction of sidewalks along industrial , <br />commercial, and multi - family development as currently required ` the <br />city* <br />
