4 August 1982 <br />PLANNING REPORT <br />CASE NUMBER: 1384E -82 <br />APPLICANT: School District 623 (Roseville) <br />LOCATION: South of County Road B, Westerly of <br />Fairview Avenue <br />ACTION REQUESTED: Approval of Special Use Permit to <br />Add Parking <br />PLANNING CONSIDERATIONS. <br />1. For about a year rep aresentatives of the School Board have been discussing <br />with the City Staff methods by which the acute parking problem at Fairview <br />Community Center could be solved* The basic problem is related to the <br />conduct of the senior citizens program at the center which results in an <br />influx of cars principally related to the lunch program (and other a ctivities ) <br />for senior citizens. The result has been the parking of vehicles in +the <br />level grassy area at the end of the school ( south of county Road B) <br />2. As you know, prior to the conversion of the former junior high school to a <br />community center, the City adopted an amendment to the Zoning ordinance <br />establishing specific non - school uses that can be allowed in such a center <br />owned by the School District, other uses require special-use permits, one <br />of which is the addition of any parking capacity* <br />3. Representatives of the School Board initially indicated their desire to <br />construct a new parking area south of the southernmost building, which <br />would have had as its only access a drive off Prior Avenue from the south. <br />Prior Avenue in this area of the City is accessible only through a single <br />family residential district, which would have resulted in substantial <br />additional traffic in this single family residential area. <br />The new proposal involved the construction of a< parking lot in the large <br />grass area west of the parking lot that exists directly off County Road B. <br />This would have been allowable except- that it is a considerable distance _ <br />from the senior citizens normal entrance point into the building, and <br />would have contributed a deleterious effect to the aesthetic value of the <br />building as viewed from its principal frontage along Counter road B. <br />It was also discovered that there are substantial soil problems in this <br />area which would have made the parking lot more expensive. <br />The location we had been recommending consistently was where the School <br />District now proposes to put the lot, that is on the east side of the <br />property, south of the easterly most structures. This location is <br />accessible by a driveway from the existing drive entrance off of County <br />Road By thereby not introducing additional traffic on single family <br />
