TO: City Council <br />FROM: J10m Andre, City Manager <br />SUBJECT.- 1983 Preliminary Budget Overview <br />The attached 1983 preliminary budget is submitted for your'tonsideration. <br />The proposed programs call for'to'tal 'expenditures of 4.9% over 1982. <br />N <br />Th e pro - posed City tax levy will increase 5.4%, causing a 2.6%, or a $5.01' <br />tax increase on the average home in Roseville, <br />Operational budgets are at a minimum, and some reduction in services may <br />A <br />result, However, the affect should not be readily discernible to the <br />citizens . <br />The ability of the State to provide contionuing levels of State aids is under <br />serious question. Within limits, the proposed budget attempts to account for <br />this uncertainty. If the State experiences greater shoTtfalls in its 1983 <br />revenue collections than in 1981 and # City may have to consider <br />local revenue sources not heretofore considered. The alternative would be <br />to effect noticeable reductions in service levels. <br />Review of the budget detail is continuing, and there may be minor changes <br />within the various accounts, However, it is not believed any maJor changes <br />will be required between now and the time of official presentation (first <br />regular meeting in September) . <br />
