Im <br />i September 19 S2 <br />PLANNING REPORT <br />CASE NUMBER <br />APPLICANT. <br />1391 -82 <br />Rose Vista Properties <br />West of Fernwood Avenue, Westerly of lore <br />Street <br />ACTION REQUESTED: Approval of variance to Parking and <br />Prohibition of Efficiency Housing Units <br />PLANNING CONSIDERATIONS: <br />l• The property in question is the Rose vista Apartment complext one of the <br />earlier apartment projects in Roseville, constructed in the early 50s. <br />They propose to convert existing storage roam and large laundry room areas <br />to five new two bedroom units and nine new efficiency units. This <br />proposal 'is similar to recent conversions approved in the city within the <br />past two years* <br />2. Attached are copies of sketches of the plans indicating the proposed <br />remodeling and a site plan of the entire site indicating the proposed <br />location for an additional 29 parking spaces. <br />Also attached is a copy of a data sheet indicating the numbers and types <br />of existing units and parking, and their proposed units in relationship to <br />the land area and parking requirements* Also attached is a statement from <br />the applicant describing ' their propo sa 1, and the results of the parking <br />survey conducted during dune of 19829 <br />3. you will note from the data sheet that the total required land area <br />equals 385,OOO square feet in accordance with the density requirements <br />established after the initial apartments were built* The land area totals <br />353,023 square feet and thus the land area is 21,977 square feet short. <br />A variance to the density requirements is requested for this amount, <br />4. The existing ordinance does net allow for efficiency units, The applicant <br />I <br />s requesting a variance to this requirement, inasmuch as he is constructing <br />nine such efficiency units in the redevelopment plan. <br />5. The principal concern perhaps is the parking. The existing 158 units have <br />180 parking spaces of which 39 are garages. They propose to add 29 new <br />parking spaces as indicated in the site plan submitted. The current parking <br />requirement is two spaces per unit. This ratio is being complied with <br />(with one extra) with respect to the 14 units proposed to be added. <br />
