M_ <br />Effective Date: <br />I � ro lrlwfik <br />Animal Complaints <br />June 10, 1981 <br />_W "S.-.10MIDW am <br />TO: Community Service Officer and All Police Personnel <br />PURPOSE:, To establish clear and consistent procedures for en- <br />IF <br />forcement. of Roseville Or.dinances controlling domestic animals. <br />POLICY: Vicious Animals - Animal Bites: All animals which have <br />bitten any person shall be impounded for a minimum period of ten <br />days at the expense of the owner. <br />In all ordinary cases, animals will be impounded at the Brighton <br />Veterinary Clinic, 2625 Miss.-.Lssipp"i Street, New Brighton, Minnesota <br />55112. <br />Impounding of the animal at the residence of the owner may be <br />permitted only if all of the following conditions exist: <br />The owner produces a valid certif ica*te of a <br />veterinarian establishing that the animal <br />has been vaccinated for rabies within one <br />year preceding the bite,. <br />2, The animal owner is an adult and takes re- <br />*bility for th quarantine by executing <br />sponsi e <br />the Roseville Animal Quarantine Form and <br />acknowledges responsibility to comply with <br />its terms. <br />3. Either (a) the victim is a member of the <br />immediate family of the animal owner, or; <br />T <br />(b) the animal is a female and is nursing <br />a litter. <br />4. The victim of the bite authori i <br />zes mpounding <br />by the owner by counter signing the Roseville <br />Animal Quarantine Form., <br />Officers responding to an animal bite call are required to com- <br />plete a Roseville Animal Quarantine Form in additlon to the re- <br />gular report formS <br />Citations are to be issued if the animal is a dog and is unlicensed <br />or has not been vaccinated for rabies within the preceding two years <br />as required by Roseville Ordinance Section 145.040. <br />
