EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was duly held on the 23rd day of October, 1989, at 7:30 p.m. The following members were present: Cushman, Matson, Kehr, and Rag, and the following were absent: Johnson. Member Cushman adoption: introduced the following resolution and moved its RESOLUTION NO. 8507 RESOLUTION REGARDING JOHN ROSE MINNESOTA OVAL WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State Capital Bonding Fund, provides for capital funds to assist political subdivisions of the State of Minnesota for the development of sports; and WHEREAS, the city of Roseville desires to construct and develop a Speedskating/Bandy/Multi-use Facility for the sports of Speedskating and Bandy and miscellaneous other sport activities; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville that: 1. The City of Roseville is requesting $4,237,000 from the State Capital Bonding Fund and estimates that the total cost of developing said facility shall be $8,237,000.00. 2. The City of Roseville will assume responsibility for a matched requirement of land costs, and further agrees to establ ish a local committee that will attempt to obtain additional monies for said facility. 3. The City of Roseville agrees to own and enter into an agreement with the State of Minnesota, following approval of a hospitality tax by the Legislature, to operate said facility for its intended purpose for the functional life of the facility which is estimated to be an indeterminate number of years. 4. The City of Roseville agrees to enter into necessary and required agreements with the Minnesota Amateur Sports Commission for the specific purpose of constructing a sports facility and long-term program direction. S. An application has been made to the State of Minnesota, Minnesota Amateur Sports Commission, to be included in the Minnesota Amateur Sports Commission (Governor's) Capital Budget Request for an amount presently estimated to be $4,237,000. 6. That the City Manager and/or Director of Parks and Recreation continue to be authorized and directed to serve as the official liaisons with the Minnesota Amateur Sports Commission.
