6 October 1982
PLANNING REPORT
CASE NUMBER: 1400-82
APPLICANT: Donald E. Regan
LOCATION: North of County Road Cr westerly of
Snelling Avenue (see sketch)
ACTION REQUESTED: Approval of Special Use Permit
for Bus Terminal Operation
PLANKING CONSIDERATIONS:
1 The property in question consists of approximately 6 * S acres and was formerly
occupied by laid- America Trucking Company as a motor freight terminal. The
land is zoned I -2 within which a motor freight terminal and a bus garage and
storage facility are listed as special uses. The applicant .indicates he
has purchased the property and proposes to utilize a portion of the property
for a bus garage and storage facility, and the remainder to continue in use
as a motor freight terminal
2+ The applicant (Mr. Regan) has submitted a site plan, a sketch of the building
to be remodeled (in the southwest corner) and a list of improvements to be
made to the facilities. Also enclosed is a copy of a statement dated
31 August 1982 outlining his proposed use and improvements to the property.
3, with respect to the structures, the applicant proposes to conduct repairs
on the principal building and paint the exterior of the building in a color
compatible with the existing brick face. This smaller structure (60 feet by
90 f eet) near the southwest corner of this site is proposed to have added
a six foot facia around the top and stucco the entire building below the
facia. He also intends to add an entrance canopy and paint the interior.
respect to the site, the applicant proposes to remove the existing
frontage road between the driveways and replace it with grass. He proposes
to construct a small parking area for sax cars south of the smaller
building at the southwest corner. He also proposes to extend the parking
area westerly toward the ditch and install drainage devices in accordance
with City engineering requirements, He proposes to add curbing only for
the entension of the parking area to the west contiguous to the ditch
section*
4. It would appear that this site would be adequate and work well for the bus
terminal operation. As you know, we have been encouraging the applicant to
not build a new facility at the Partridge Road site because the site appears
to be inadequate for its purpose, We had doped that a location outside of
Roseville on less valuable property might be obtained, but the applicant has
elected to purchase this side instead,
