MEETING <br />REQUEST FOR COUNCIL ACTION °A�12i2oias <br />Each year, the city staff does a complete review of the s ant tart' <br />sewer and water rates. Over the past few years, the city has been <br />absorbing some of the large increases being-received from the Metro - <br />politan waste Control Commission, who treats the Roseville sewage. <br />Last year, over 5 of such increased costs were absorbed by the city. <br />As the result of this, the city had a. less of almost $145 <br />1000.00 dur- <br />ing 1982. Once again, for 1983, there is a major increase from the <br />Metropolitan Waste Control Commission of almost 15 %* If no increase <br />in rates were to occur, it is estimated that the city would lose ap- <br />proximately $342,000..00 in 1983, <br />Therefore, it is- recommended that the sewer rates be increased <br />sufficiently to minimize the operating deficit. The rates pro- <br />posed would increase the single family residential rate by $3,50 <br />to a rate of $17.50 per quarter. Similar increases would occur <br />in the senior citizens and apartment rates. The commercial indu- <br />trial rates would increase 4� per 1,000 'gallons to a rate of'99� <br />per 1,000 gallons. These rates reflect the analysis of flow con- <br />tributed by each class of user. As a result of the increased <br />rates the projected operating deficit will be $52,000.00 next year. <br />Roseville still would have far lower sanitary sewer rates than most <br />other suburban communities, As an example, newspaper articles of <br />last week indicate Maplewood ' s rates to be $27.60 per quarter and <br />Shoreview' s rates be $22.50 per quarter. In addition to this, Maple- <br />wood has removed the senior citizen rate from schedule and charges <br />at the standard single family rate. <br />The situation in the water fund, fortunately, is much better. It is <br />anticipated that, although the City of St. Paul will be increasing <br />its fees to Roseville by 10%, that due to reductions and capital out- <br />lays, the city can absorb-these increases without having to raise its <br />users fees. This will help to ease the burden on the residents, as <br />much as possible., <br />RECOMMENDED COUNCIL ACTION: Approval of a motion adopting an amend - <br />ment to the City Code f or sections <br />71.020 and 71.030 concerning sewer fees <br />
