ITEM DESCRIPTION* E RECOMMENDS' Resolution of Intent to Becare An Entitlement Area In Decenber, 19 79, Federal legislation was enacted which re-authorized LF-AA, provided more discretion to local. governrrent and makes available additional funds to the local gove=unent entitleuent area. This was doni under the Justice System arprovement Act (JSIA). The program provides new or additional funds and such funds mould be available if Roseville and other c es. would ccnbine or jointly form an entitlem"ent a a. There are eight suburban cities eligible to participate in the ccabined suburban entitlement area. The entitlen-ent area rrust. have a total pico�pulatiol *if 100,000 or more. r1hese cities are Falcon Heights, New Brighton, st, Paul, Roseville, White Bear, Maplewood, �bundsview, and Shoreview., The ea'. cit_ies would be eligible for approximtely $60,000 a year for the next several years, The eight cities have also infonnally agreed to corrbine with Rmn.sey comty and the City of St. Paul entitlement area. The purpose of this is to 1 0 jointly utilize the staff of the City - County Crim-Lnal Justice Coordinatirz!; Council for grant application and administration purposes. This enlarged ccnbination would in no way endanger or diminish the amount designated for the s-uburban area. I. rilierefore, the Purpose of this resolution is to declare Roseville's intent to participate in this entitlement area., It is recomTended that the resolution be adapted, and the joint pcwers agreemnt will be subrdtted at a later tirre, In addition to the above, discussions with Rantsey County have suggested the possibility of the county agreeing to guarantee an additional sum to the suburban ces from t that are allocated to the County. This proposal will be presented to the County Bo #r r future.
